You can play in competitions at the moment as there is no prize money involved, normally you can play in competitions other than Majors but cannot win prizes until you have a “County Competition handicap”
To get a “County Competition handicap” you need to play in 3 competitions and the handicap will become a “county VCompetition handicap”.

Thank you for your question Peter: The club have decided not to implement the Local Rule for club competitions that offers ‘Alternative to Stroke and Distance for Lost Ball or Ball Out of Bounds’ although for casual play (non-competition to assist with speed of play it is recommended that you do use this Local Rule.
